From changing the weather to kicking people out of their own CEO organisations (which is a new one I saw today), this game is literally wide open to any and every form of manipulation. I'm sure it is also news to no one that, that cheater is likely shallow enough of a person to be out to ruin everyone's time. I'm sure it is news to no one here that any session with at least 20 people in is effectively guaranteed to have a cheater.
